We scored all 50 states on rent control, eviction speed, deposit rules, and LLC cost. Here are the most — and least — landlord-friendly places to invest.

How we scored it
Leading Landlord rates each state on the factors that actually affect an owner's life: rent control (or the lack of it), eviction speed, security-deposit limits, LLC cost and friction, and overall legal posture toward landlords. Scores run from 1 (tenant-friendly) to 5 (very landlord-friendly).
A quick but important caveat: landlord-friendly law does not equal good returns. A fast eviction process doesn't help if the market has no demand. Use this alongside real market data, not instead of it.
The most landlord-friendly states (5/5)
These states combine no rent control, fast evictions, and minimal red tape:
- Texas — no rent control, fast evictions, no deposit cap (offset by high property taxes)
- Florida — no income tax, streamlined evictions (watch insurance costs)
- Indiana — affordable, fast evictions, cheap LLC
- Alabama — among the lowest prices and fastest evictions anywhere
- Arkansas — historically one of the most landlord-friendly legal frameworks
- Mississippi — very low prices, very landlord-friendly
- Oklahoma — fast evictions, no rent control, strong cash flow
The tenant-leaning end (1–2/5)
These states have rent control or rent caps, slower evictions, and more compliance:
- California — statewide rent caps (AB 1482), just-cause eviction, $800 LLC tax
- New York — rent stabilization, slow evictions, LLC publication requirement
- Washington, DC — rent stabilization plus TOPA
- Oregon, Washington, and Colorado have all moved toward tenants recently
The takeaway
The cleanest operating environments are concentrated in the South and Midwest. But the "best" state for you depends on your strategy — cash flow vs. appreciation — so pair this with the numbers. Look up any market in the ZIP data explorer and run the deal in the calculators.
